need help for building 2 DOF sim

hello every body ,am a dad try to build sim racing seat for my 11 years old girlbaby she just lost her mom and my daughter want me to build one as a gift for pass in good grade at school and her beloved dead mom told her dad will build you one ,a stuck I try to make connections but the motors did not move ,I order another dc motor instead of whipper motors and really waiting to get here to me ,but whipper motor did not move I use sim3 and regular poteniometer 100k ,I start jus connection as in he diagram with arduino and IB2 driver just confirm it move and be sure how to deal with the soft ware cuz am not very well in programming ,nothing happened I try it with regular 12v dc motors also nothing happened what I should do ,is it with the sim programming or other thins is the hall effect potentioeter important in that stage as just checking the work with the program ,waiting to get them from china ,thanks to every body
