    no sorry you misunderstand leave simtools settings as they are and in windows go to

    Documents\My Games\DiRT Rally 2.0\hardwaresettings and look for file called
    hardware_settings_config.xml open in note pad and look for the line

    <custom_udp enabled="true" filename="SimToolsCustomUDP.xml" ip="127.0.0.1" port="4123" delay="1" />

    SimTools (software) and Xsimulator.net (community and community developed plugins) are two different entities: https://www.xsimulator.net/community/faq/simtools-and-xsimulator-partnership-explained.275/

    SimTools provides free DIY licenses for eligible members, and Xsimulator.net has forum activity coins, to encourage genuine community participation, which can be used to purchase plugin access, or if you don't want to participate in the community you can just buy a membership package: https://www.xsimulator.net/community/faq/coins-and-how-to-download-plugins.2/
