May have a bad wire or maybe pot too tight. meter read up to 7V forward, but only 4V reverse under each form change.

If that is a reading coming from the motor output that could actually indicate a dud H-Bridge.

Try re wiring to the other output side on the L298. So use IN3,IN4 and ENB.

Run the motor test code again after that.

I believe I have discovered the issue with my mini diy servo. It would seem that the small motor I used from a G26 race wheel is one potent motor, it handled 24v like a champ. the output jacks on the H-Bridges reads 4-5v before adding the motor, then it drops significantly. Moving on to wiper motor!

Okay when you are wiring up the circuit, be sure there is a + and - connection between Pot, Arduino 5V and GND, as well as H-bridge 5v and GND. That was exactly the problem of motors not turning with the code @Alexey provided.

And now the feedback is all over the place and cannot get any movement in SMC3... any ideas?

Get a volt meter and connect it to the middle pin and ground pin of the pot. Turn the pot and you should see the voltage go up and down (depending on what way you turn it)
