Hello dude, and welcome. As far as I know there is no bolt and go setup with control boards, pots, motors, etc.
There are a few options available for motor control though, being the pololu JRK 12v12 (one each motor), the K8055 with sabertooth 25 boards (one K8055 and one sabertooth per motor).
The JRK's are fairly easy to set up.
You can refer to these threads as a start :-
    conecting-jrk12v12-to-x-sim-t3212.html?hilit=Pololu
    how-do-i-set-software-jrk-12v12-t3138.html?hilit=Pololu
    uso-commands-for-jrk12v-help-t3160.html?hilit=Pololu
The K8055 info can be found here in these threads :-
    k8055-sabertooth-wiper-motors-t2883.html?hilit=K8055
    marks-k8055-pololu-wheelchair-motor-sim-t3267.html?hilit=K8055
    g-seat-with-k8055-wip-t3284.html?hilit=K8055
As for a simulator frame, there are not many pre-built frames that I know of. All you can do is trawl the threads and copy other members ideas, like we all have.
Feel free to ask any further questions.

well not a problem mate just add a photo and a sketch showing some dimenisions and the guys here will proberly quickly advise you on where to place ya pivot and how to set it up.

Need to make a choice on whether its a seat mover or whole frame moves. Both options are acheivable.
With wipers thou i recommend ya set a seat move up. Ya need to create the pivot point. By placing ya chair on a frame with the pivot (i use a small car steering universal, others use rubber vibration dampeners) just under ya bum to support ya wieght so the motors have as little load as possible on them. Then depending on pivot ya will need a way of stopping the chair from rotating must only pitch forward/backward and roll left/right not turn left or right if ya get what i mean. then mount ya wiper down low on base frame at a good distance appart so when ya attach the connecting rods from motor to chair (usually around the shoulder height with a t bar setup) they are not too vertical so the load is spread in two directions. The skill in completing a good motion sim is to balance the machine so the wipers can move as fast as they can with no load or just a little slower.

Controller thats a another story, Wiper i recommend tronics if ya good with electronics, or a store bought unit are now out there, Jrks easy to setup just use xsim uso to control just like servos, k8055, Arduino, PIC require a little fiddling or writting of code (which no one seems to share much) but all can be achieved. for a begineer i would have a look at the jrks, buy one and make a test motor to learn how to setup and use xsim.
OK try that or as said above a pic with somemore details and the help will flow mate.

http://www.pololu.com/catalog/product/1393 , you can buy direct from them, excellent service
K8055 boards - do a websearch, there are pre-buiilt and kit versions available.
Tronic board - search the forum, they are a custom built thing.
Just to blow my own horn http://www.youtube.com/watch?v=sgO5osurtm8 , it moves well for me and I am running jrk's and wiper motors under the front. I have compression springs at the rear to stop backlash and ease the load a bit off the motors.
