    1. If I want to use plugins, am I correct in understanding I need a SimTools license AND a download package? The SimTools v3 license seems to indicate plugins are include, why the need for a download package?

    2. If I purchase a DIY SimTools package, is there any way to upgrade to the other licenses or do I need a new license?

SimTools v2 plugin were developed by our community, separate from SimTools itself, hence there was a SimTools license and separate member plugin download package.

SimTools v3 introduced an integrated repository system for plugins, which are primarily developed by the SimTools devs and some commercial interests who maintain their own repositories.

If you are starting out then use SimTools v3.

You can upgrade a SimTools license, please see the FAS here: https://www.xsimulator.net/community/faq/ungrading-a-diy-license-to-pro.292/
