I'm guessing your board is a BluePill (stm32f103c8) - this board doesn't come with a bootloader. You will need a USB-to-SERIAL converter to upload code or bootloader to the board. Take a look at this YT video to learn how to start with Bluepill and arduino IDE. And here https://github.com/rogerclarkmelbourne/Arduino_STM32/wiki/Flashing-Bootloader-for-BluePill-Boards is a tutorial how to upload bootloader so you can use USB to programme your board just like the Arduino boards. You can find a lot of information on stm32duino forums right here http://stm32duino.com/. Of course you don't have to use arduino IDE to programme your board but it is the simplest method and very simillar to how you do it with arduino boards. Good luck!
