    I used IBT2s, but they immediately burned, they don't have a good logic to control PWM signals

    You apparently connected them incorrectly, they were bad to start with, or you didn't change SMC3 mode to IBT-2 first (assuming you are using them within their stated specs).

    But with IBT2 is it possible to power motors with 15 amps 12v?

    Yes. Specs say up to 27v and 43a but I wouldn't recommend pushing them to the limits.

    I had done the test to feed them at 24V and burned. I did read the datasheet btn7960 to an electronic technician, and he told me that the maximum "allowed" voltage to obtain current performance is 18 volts.

    What does that prove? 27v is within the 28v extended range. Also the Ibt2 uses more components than just a single bts7960 chip. I admit that its not unusual for the Chinese to exaggerate things but you asked if it would work at 12v and 15a which is well within specs, even your own. I think you just f&^ked up somewhere.     I would check first if the arduino firmware was correctly configured x ibt2.
    second check pwm connections between arduino pins and ibt2 are exact.
    power supply without load for test or with a fictitious load resistance of 15-20 ohm 10w and to measure voltage or wave form in output.
    if everything is ok, connect the motor.
    ibt2 are in my opinion difficult to roast. not even with a motor with brushes short on mine and dead, he just moaned.
    for continuous use I recommend forced ventilation

    Through my test, the parameters that IBT2 can continue to work are: voltage 12v and current 10a. The so-called maximum current of 43a is only the instantaneous maximum value that IBT2 can withstand.

    I can confirm that for years I have been using 2 43 A ibt in parallel powered at 12.2v 66A. the only one that is affected by the effort is the poor power supply that when it reaches the maximum current begins to drop in voltage. (this regarding the steering wheel DC motor)

    The IBT2 have been removed from its heatsink, replaced the original (very ugly) cross screws with Allen screws, spread thermal paste and tightened the heatsink well.
    I got everything inside an ATX case and used the 12cm fan to keep everything cool.
    never burned a component,
    I suppose that by increasing the tension beyond 15-18v they would start to suffer,

    PS: the steering wheel in long curves or during race use, remains at strong currents for a long time, the only things that heat up a lot are the cables and the engine.
