You would likely need to custom make a dual seat roller coaster experience.

While a dual HMD on a single PC has been done it is really not viable given the demands of VR, a multiplayer approach on 2 PCs would be the way to go.

As I said I think it would have to be a custom made mutiplayer roller coaster, as I am not aware of any existing PC multiplayer VR roller coaster experiences.

The basic roller coaster game play asset for Unity is only $6: https://www.assetstore.unity3d.com/en/#!/content/45897

Implementing local network multiplayer is pretty easy, there are a number of ways to do it but the built in Unity functionality would be adequate, just Google it and you will find plenty of how-tos.

Proof of concept work was done concerning a generic motion plugin for Unity, but it was never finished, so some work would have to be done there: https://www.xsimulator.net/community/threads/generic-unity-plugin.7804/#post-104965

The best way we found was building two PCs, set everything up identically and controlling them at the same time with an app that mirrors input across networked PCs.
It's doable and works pretty good, just costs one extra system...
